Household Support Fund 7 Overview
The HSF7 application scheme will run from July 2025 to 31 March 2026 and consists of two key components:
- Council Tax Support Hardship Fund – Open to individuals affected by changes in Council Tax Support (CTS) who require a reduction in council tax liability. Eligibility is assessed on a case-by-case basis.
- £150 Award Vouchers – Available to households throughout the scheme and administered by Citizens Advice Harrow to assist residents struggling with the cost of living or experiencing financial hardship.
Voucher Eligibility Criteria
To qualify for the Household Support Fund voucher, applicants must:
- Be a Harrow resident
- Be liable for energy/fuel costs at their residence
- Require assistance with day-to-day living expenses (evidenced by three months of bank statements)
- Have not received an HSF application scheme award in the last six months
- Be ineligible for the Council Tax Hardship Fund
- Be willing to comply with reasonable conditions related to the award, including engaging with advice agencies

FYI – Key Changes in HSF7
- Voucher value has been adjusted to £150 (previously £200)
- Eligibility criteria have been revised to reflect the Hardship Fund element of the scheme
- A maximum of 30 vouchers will be issued per quarter (subject to review, with potential increases if possible)
- The application scheme launches in July
