Crisis and Resilience Fund

The Crisis and Resilience Fund (CRF) is Harrow Council’s support to help low-income households facing financial hardship, unexpected financial shocks or emergencies, while also supporting longer-term financial resilience and independence.

On behalf of the Department of Work and Pensions, Harrow Council runs the CRF which aims to provide targeted support to residents who are struggling to meet essential living costs and have no other means of assistance available.

There are three types of support available:

  • Crisis Payment: If you are experiencing an unexpected financial crisis, you may be able to apply for a £100 payment. You will need to provide evidence of your circumstances, and applications will be reviewed by Citizens Advice Harrow.

Who can apply for the CRF Crisis Payments?

You may be eligible to apply if:

  • You are a resident of the London Borough of Harrow.
  • You are experiencing financial hardship or an unforeseen financial crisis.
  • You have insufficient income, savings or other resources to meet your immediate essential needs.
  • You meet the eligibility criteria set out in the CRF Policy.

You will not be eligible if you have:

  • Received Household Support Fund Vouchers (HSF) less than 6 months before your CRF application
  • Received a CRF crisis payment in less than 6 months before another application
  • You are unable to demonstrate an unforeseen crisis need

All applications are assessed individually, considering household circumstances, financial need and available support options.

The Harrow Crisis and Resilience Fund (CRF) also offers two additional types of support that can be accessed directly through Harrow Council:

  • Help with Rent Payments: Support is available to help cover any shortfall between your Housing Benefit or Universal Credit housing entitlement and your rent. Applications for this support are administered by Harrow Council.

All information provided will be treated confidentially and used to assess your application and monitor the effectiveness of the Crisis and Resilience Fund. The fund provides emergency support and may also connect residents to services that help improve long-term financial resilience.

Please provide all required documents within 14 days of your application. If we do not receive all requested documents within this timeframe, we will be unable to process your application.

To support your application, we require the following documents:

  • Photographic proof of identity
  • Utility bill proof of address
  • Information about your household income and/or benefits (payslips, benefits statements, etc.)
  • 3 months recent bank statements for ALL adults in the household
  • Evidence of the financial hardship or crisis you are experiencing (invoice, letter, etc.)
